The minimum age of 13 is required by the State of Virginia's Child Labor Laws for a minor to work in the Commonwealth of Virginia as a sports official. A referee must be 13 by the opening day of the respective soccer season. HIGHLY RECOMMENDED AGE FOR BEGINNING TEEN REFEREES IS 14. THE AGE OF 14 AS ADVOCATED BY THE USSF INSTRUCTORS 14 HAS PROVEN THAT TEENS HAVE THE MATURITY AND CRITICAL THINKING SKILLS FOR COMPREHENDING THE TECHNICAL COURSE FOR BECOMING A REEREE AND HAVING THE NECESSARY PEOPLE/SOCIAL SKILLS FOR WORKING WITH OTHER REFEREES, COACHES, AND PARENTS. Each state sets its own minimum age requirements for minors to work for different occupations.
Point of entry course for new soccer referees is the USSF Grade 9 course.
